Loan For Employees

 

INTRODUCTION

Under the 10th Malaysia Plan (RMKe-10), the Skills Development Fund Corporation (PTPK) was given the responsibility to manage the loan funds to the improvement of workers' skills. The purpose of loan financing is to improve the qualifications of workers either

  i. Retake training (Reskiling);
  ii. Undergo new skill training in order to support the current skills (Multiskiling);
  iii. Undergo skill training to improve phase (Upskiling); atau
  iv. Undergo skill training in order to gain certificate from knowledge and working experience
Funded Skill Programs:
  Courses offered under the program is the program that is recognized by certification agencies as below :
  i. Malaysian Skills Certification which is Malaysian Skills Certificate (SKM), Higher Diploma of Malaysian Skills (DLKM); or
  ii. Certification from institutions which approved by Malaysian Qualification Agency (MQA); or
  iii. Certification from institutions which approved by Public Service Department (JPA); or
iv. Professional Certification which approved at International level; or
v. Certification besides than in (i) till (iii) above which is approved by Economic Plan Unit (UPE), Prime Ministry Department.
     
Loan Rate
1. Loan rate is based on the skills program and training phase which followed by trainee with minimum cost RM750.00 till RM24,000 which include :
  i. Study Fees
  ii. Premium insurancePayment
     
2. 1% of balance loan will be charge for administration fees yearly.
     
Borrower Conditions
  Borrowers are eligible to apply must follow the conditions as below :-
  1. Malaysian citizen;
  2. Aged 18 to 45 years old from the date training start;
  3. Salary conditions excluded;
  4. Must submit one (1) guarantor;
  5. Must comprise one of the following categories of workers;
    a. A worker who is currently working; or
    b. A worker who is retrenched or willing quit under Voluntary Separation Scheme (VSS); or
    c. Self-employed worker.
  6. Worked at least six (6) months in the currently/previous employment;
  7. Priority is given to applicants who are not from the management and professional group;
  8.
  • Do not receive any sponsorships/loan from government agencies or other financial institutions; and
  9. Applicants must complete the loan repayment arrears skills training and previous penalty (If any).
     
Guarantor Conditions
  Submit a guarantor who followed the conditions as below:
    Monthly income which is not less than RM 700.00 per month;
    Aged 21 years and above and less than 50 years old when the trainee started training;
    Can not guarantee more than two (2) trainees except mother/father; and
    Must not declared bankruptcy.
       
Methods for Skills Training Loan Payment
  1. Borrowers are encouraged to open an account from RHB Bank ; dan
  2. Payment of training fee will be payable to the borrower's account and transferred directly to the accounts of training providers. Premium insurans payment will be paid straight away to the insurans company.
       
Application Documents / Guarantor is needed
  Application
  i. One (1) copy of the identity card certified trainee.
  ii. Training offer letter from PL to trainee with training fee structure which phase which was signed by trainee.
  iii. One (1) copy of the Candidate Registration SKM / DKM / DLKM (JPKT/T/1002) and a registration payment official receipt for Malaysian Skills Certification program (PKM).
  Agreement
  i. One (1) copy of the identity card of guarantor which has approved.
  ii. Agreement form to Contribute Insurance Takaful Ikhlas Sdn. Bhd.
  iii. The following additional documents are required for the following categories of applicants :
    A working worker
    a. A confirmation letter from the employer in order to verify that the trainee is currently working there.
    b. Copy of Latest Pay Slip and KWSP Statement/PERKESO contributions slip for a working proof/had working experience more than six (6) months.
    Laid-off workers
    a. A copy of the resign letter from previous employer.
    b. One (1) copy of the sworn statement of income using Form Statutory Declarations Act 1960 (Revised 1996), which was approved (if the monthly income).
    Self-employed worker
    a. One (1) copy of the Statement of Income (LHDN)/Form Statutory Declarations Act 1960 (Revised 1969), which was approved/One (1) copy of Business Registration Document of the Company with the Companies Commission of Malaysia (SSM) (if related)
    b. One (1) copy of Utility Bill (water/electricity) for confirmation of the latest permanent address of trainee and guarantor.
    c. One (1) copy of the latest salary/affidavit of income using Form Statutory Declarations Act 1960 (Revised - 1969) Guarantor (if no pay slip) and Financial Position Guarantor Declaration Form.
Payment Order
  i. one (1) copy of the Statement of Account RHB new trainee/active containing informations such as name, identity card number and bank account number of trainee.
All applications for Skills Training Loan shall be submitted through public and private training providers registered with PTPK.
 
Load Payment
  i. Loan payments starts the next month after the training ended;;
  ii. The maximum period for loan payment is up to five (5) years;
  iii. Monthly installment for loan payment is in between RM 150.38 to RM 410.25
